Points #1 and #2 seemed to work for Greg D. Evans of LIGATT fame. You
can work your own conclusions.
Point #3, IANAL :)

In all three cases, no generic answer can be given, as legislation
varies from state to state and coyntry to country. You are better off
consulting with an expert on clearances.
