this generally means that u are under a DOS (Denial Of Service) attack.
A DOS attack is an attack where a flood of meaningless packets is sent
to your ip address to the point where meaninfull information you would
like to get out cannot get through (connecting to a web page, getting
your email, etc.). This obviously explains the connection problems. I
would suggest calling your isp and providing them with your
