It depends...

Well I know cases where blocking IPs from Russia, Africa, China and so
on reduce the spam. When you block these IPs only on your email server
and not on the companies firewall your clients can still reach
websites or other resources in these countries. So when it is a small
business with no contacts to any of the blocked countries and there is
no way that these countries will try to contact your business via
email, I think you can block whole IP ranges of some contries.
