why not build your own bw graphing? simple iptables + rrdtools can graph
all traffic per x/32 or group the x/32 that are part of a dept. and
produce graphs based on groups.
If your geared towards purchasing a solution then Netflows is not what
you want, look into a program called InMon, these guys created sflows
and can get you amazing insight when it comes to the data on your network
