DeepFreeze, but it's for workstations only I think that prevents any
permanent changes to a system.

Instead of a malware scanner, why not a whitelisting program like
Anti-Executable from Faronics?
No AV scanner will pick them all up, but anything not whitelisted will be
denied and reported.
