Welcome to the honeypots Mailinglist ;-)
this is Florian from Germany.
It seems to be a simple problem. And the lines you posted actually even
told you, what' wrong.
Honeyd uses the libnet Libraries for creating its packages.
Just have a close look at your Package tree of your favorite Distribution
and install it.
In Debian it is called libnet, Gentoo is the same. No idea about the rest.
