It seems obvious to me, like with anything relatively recent. How about
legacy deployments? You are talking about "Entreprise", so it's a large
scale deployment of a large number of now-legacy devices -- would you
switch in a jiffy to 802.11n? Probably not. If your current setup works
and you are "suffering through the economic downturn" ;) why bother
deploying 802.11n right away or in the very near future? Average users at
home may also just sit it out when the prices drop, and then acquire it.
