Sometimes, I wonder why myself. Then I read 802.11i again:

8.2 Pre-RSNA security methods
Except for Open System authentication, all pre-RSNA security
mechanisms have been deprecated, as they fail to meet their security
goals. New implementations should support pre-RSNA methods only to
aid migration to RSNA methods.

So basically, WEP is deprecated, but implementation should support it.

Now you are a lazy vendor, like a big bunch of them. Why bother your
hardware move away from WEP if all existing standard compliant devices
still support it?...
