For the RTS/CTS attack, you can use tools like file2air, Scapy or the
Metasploit file2air module to transmit the RTS frame you design. I
don't know of a readily-assembled tool to do that for you.

For RF jamming, some cards do support a constant transmit mode, but it
will require driver modifications to enable it. Maybe work on #1 first,
build some development skills, and come back for #2?
