I apologize for any errors. I am a long time reader first time poster.

I have done some research in this area. I found an easy hardware solution that might do exactly what you need. I came across it researching a redundant / load balanced broadband connections for a client (DSL and Cable).

They have an appliance that does the same thing for one broadband connection for $210. The Pro100

As far as the software, I can't help you. I think you'll have fewer headaches behind a hardware NAT & firewall. Working with Windows 2000 RRAS or ICS can be frustrating sometimes.
