create. Newer generation packs will dynamically shut down what it needs
to, but in light of what you are experiencing I would suggest rolling
back, shut off all but primary/required services and run again. Failure
with regsvr32 can also indicate a failure to write against a locked
service or process.
Personally I won't have an opportunity to run the service pack for about
two weeks or so. Good luck and I hope this offers some resolve.
