This is a bit non-sequitur, but the problem you are describing is
exactly what happened to me after I enabled a second NIC on which I had
disabled all of the MS networking stuff. If you have two NICs, you
should check the binding order of your services by opening the Network
Connections folder, selecting Advanced/AdvancedSettings..., and making
sure that all of the services are bound to the network card you specify
at the top of the order.

I don't know why installing those patches would affect this, but you
never know. I have both of those patches running on my PDCs with no
problems.
