Schalk,

I'm sure that no tools capable to performs network scanning to enumerate
all application installed on target machines without using such agent or
Administrator priveleges. You could try, at least, two strategies :
1) If you client WinXP, restricts your developer / client via GPO
2) Took control over network via MS SMS, these requires agent installed on
each machines
