I ran some tests to see.
I put SRPs on notepad.exe and on the starfield screensaver. Notepad
would not open up from a shortcut, IE, explorer, cmd.exe, a batch file,
a C# winform application, or the windows scheduler. I'll try writing a
service to see if it indeed opens there.
The screensaver would not preview at all in the Screen Saver tab of the
display properties, or allow any settings change, but happily displayed
as an actual screensaver.
