Sync Domain Account password and Local Account password

Looking for an answer to my problem.
Is there a way to synchronize a users Active Directory password to their
local password?
for example: a user with have an Active Directory ID domain\james has a
local ID local\james. Every 45 days AD will require the user to change
their domain\james password. On occasion the user will be required to
logon to their local account local\james the problem is the users can not
remember what their local password was. I would like to keep the two
password in sync.
