That directory is basically a custom shell handler. When you browse to that
directory a COM component handles the presentation in explorer, and it
doesn't necessarily reflect what is in directory itself. The Fonts, History,
zip folders, control panel, and other directories work the same way.

Also, if you create files in the temporary internet files directory, they
won't show up in explorer, which is a way to casually hide files.
