Here's an easier and better way to do it:

User "porky" has an ATM account, his PIN is "1118" (for example).

Someone co-opts his card. Goes to an ATM attempting to quess the PIN. They submit "5555". This encoded transmission is sent to the database. Crossreferencing "porky" and "5555" this is n...

Simple way around this:

Try one (or 2) PINs per day. If all you need is ~15-20 tries, you have only a few weeks work ahead of you.

Obviously, the better way to get a PIN is a simple hidden camera.
