The EAS system is the SAME system used by the National Weather Service on the so called "All Hazards Radio" (Weather Radio) that almost everyone is familiar with.

Using the INTERNET as the primary and only transmission medium is a BAD idea. Even the protocols don't work in a broadcast (one-way) environment.

This is pretty famous, so it is not just something that "old guys" have heard of. The announcer was Orson Welles.
