A California congressman on Thursday defended his proposal to give the entertainment industry new powers to disrupt downloads of pirated music and movies.

If the US Legislation allows this bill to pass, then it is in effect stating that it "controls" the Internet. Since the Internet's history is based on the idea of "Freedom of Information", it seems rather contradictory.
