with some basic knowledges about OS services and functionalities an some security awareness MS OS can be made just as secuire as any Unix/Linux OS.

The only way to secure Windows box for sure is perfoming just two simple steps : install FreeBSD/OpenBSD and overclock user's brain to at least average level of security-awarness :)...
