If the computers and phone system are owned by HP and the investigators are employed by HP, what's the crime?

You should read closer. The article states that the investigators used the techniques to access telephone-company systems (not HP's computer systems) and retrieve reporter's phone records (not HP employee phone records).

Perhaps *you* should review the legal text quoted ... "to defraud" -- i.e.: they took nothing but data, of no monetary value.

(However unsavory their means, 'though it'll cost 'em trust-points in future...)...

My experience in dealing with HP left an impression of some unethical behaviour.

Well, now we have it. Those in charge of corporate governance themselves are engaged in highly unenthical conduct. Don't put up the "I know nothin'" excuse and leave that to Sargent Schulz!

It is a shame that HP could have unknowingly trusted such a Company with the task of investigating a media leak and more of a shame that the investigating Company could have stooped so low for their own selfish interests. Would someone explain to me how this is different from a social engineering attack and why these people are allowed to do such? This is an unauthorized disclosure of personal data, and therefore should be treated in that manner....
