hehehe. this would make a pretty good stock denial of service attack. Pick some company you don't like and start generating spam supporting their stocks. It would be like badly configured IPS's that blacklist legitimate client and partners' IP addresses!

Most stocks on that list haven't been spammed in a long time. IMO it's just a saber rattling gimmick. If they were really serious in stopping stock manipulators, the government would step in right away not several months to years later.
