First, a couple caveats, I am not a lawyer and I have read only select portions of the Task Force's report. That being said, I have a couple questions/comments on the report. First some background information from the text of the report itself.

Intrastate commerce is controlled by State Law, this particular Federal Issue would only be able to control Interstate commerce.

If the Federal Governement makes a law however, the States will just have to follow up with their own appropriate laws as well....
