I call for a ban on cars. Someone with malcontent could drive through a crowded street parade or something and murder many people, and murder is illegal so we should stop that from ever happening....

As this and other anti-hacking laws come into existence it's just going to drive the information underground and we'll all be less secure as a direct result. Of course, you can't expect the legislators to understand what they are doing (no sarcasm intended): it's way too complicated....

As mentioned above the information will be driven into less secure hands, and the real hackers will go underground, while the researchers, and pen-testers will be jobless (if this holy law exists ...) in the cursed name of "anti-hacking" legislation.

In a near future, the IT security in Germany will become a great hole, since the IT security professionals will be forbid to do their work.

In my opinion, as sysadmin, this is definitely not the way to solve security issues.
