Col. talks about putting the machines .mil and .gov. Does this mean we could provoke those domains to shoot themselves in the foot. Make them react and slow down or worse DDOS their own network?

Aren't these the same people that will come after us (if you are located in the US) for defending our own networks, by retaliation?
Way to set an example! You LEAD by example, not by saying one thing and then doing another...
Use those tax dollars to come up with a way ...
