Way to set an example! You LEAD by example, not by saying one thing and then doing another...

As a matter of fact, what if WE compromised the botnet and used it against them? Would we still be wrong?

Col. talks about putting the machines .mil and .gov. Does this mean we could provoke those domains to shoot themselves in the foot. Make them react and slow down or worse DDOS their own network?

Why build one? They can just use one on a 'rent to pwn' system from some script kiddie. It would be much cheaper....

Botnet as a service (BaaS). Good idea, it could be self-funded by being used to generate spam when not otherwise 'engaged'.
