I have read about a technique called netwitness, why don't they use it? Seems to help ISP's maybe a lot.. And also I am not sure, whether ISPs are allowed to provide those data to LEA?...

If ISP's start working on cleaning thier networks, this will be a promising move against botnets and spams. I hope other ISP's follow the same steps ...

This is an attempt to align 'capability' with 'interest' to foster greater end-point security.

Bravo.

Except it's dead wrong. The root causes are insecure products and human behaviour; addressing anything else is just a band-aid....
