Is this really necessary? I mean come on he is doing what more of us can say we have done at one time or another. He was curious he managed to get into the systems and instead of abusing this fact... He tells them in a detailed report on how he found it and whats wrong. Why in the world should he be...

You punish them if you catch them hacking; you dont punish them if they do it and then come to you and tell you how to fix it (unless they're extorting for money...). It's not hard to go ask for permission first? And the worst thing that can happen is you're told no. Obviously the other way has worst things that can happen... Read the comment about the "COPS" episode. Puts things into better perspective.
