One issue that may have contributed to the Slammer worm is that there's no way to firewall all unused UDP ports on Windows 2000 without either a stand-alone firewall or a third party product. You can easily filter TCP with the IP Security tool, but not UDP -- since IP Security doesn't keep state on...

This is incorrect. You can deny all and then allow exemptions with IPSec quite easily. Two lines of rules and all UDP except DNS is blocked. Like most things, you have to learn how to use the tool.
