We know that technology can be used to track people's location via a cellphone, but how difficult is it for law enforcement to get a court order and do this legally?

I think the better question is, when is it appropriate/necessary to forego the court order? Also, I believe the author is suffering under the false impression that a court order is absolutely required in each and every instance. You are, of course, correct. The Fourth Amendment is terribly inconvenient, and should be repealed. I certainly appreciate the advancement in technology to locate a person using his/her mobile phone. But this surely will be in conflict with ones privacy rights. To avoid such a hassle, i would suggest court should only issue such an order when it is very much necessary to track a criminal or a fugi...

What is the big fuss? Let the gov't track me. I don't care. I am not doing anything illegal. Everyone should figure they are being tracked anyway. If everyone lived by that rule there would be a lot less crime and the world would be a better place to live. Why is everyone so suspicious of the gov't ...

This is an interesting issue. The techniques used for tracking a person that may be invovled in criminal activity is the same technology that is being made available to help locate those in distress.
Someone in a ravine that can't get out of a vehicle might just be able to get the phone to open...

As far as the article is concerned, I do believe there has be a system of checks on such content. However, it does not need to be so hard for LEO's to get that they cannot be effective or have the information leaked out warning potential subjects.

Umm, it can't. Accuracy anything like that is only possible if you have one of the phones with a GPS built in (even then, the errors are more usually a few hundred feet, 10 fee...
