Administrative subpoenas require very little "showing" on the part of investigators. The ones referenced in this article require some relevance to an investigation. The information obtained can be used to leverage other information up to a pattern supporting a wire tap or probable cause for a search warrant or maybe "specific and articulable facts" in support of an ECPA 2703 Order.
