Bush prepares for possible shutdown of GPS network in national crisis

President Bush has ordered plans for temporarily disabling the U.S. network of global positioning satellites during a national crisis to prevent terrorists from using the navigational technology, the White House said Wednesday.

I don't think it will be nanotechnology but something along the lines you are mentioning is probably what they want to avoid.

Of course the problem is that most likely they'll only know that they need to shut down the system once the attack has happened -- at which point it is most likely too late.

Knowing that they have to shut down whenever there is an imminent threat that such an attack could happen (i.e. new intelligence or a bad poll rating prior to an election).

This in turn makes a terrorist attack much easier -- you don't have to attack anymore you only have to semi-credibly threaten an attack in order to cause the chaos that will follow the lack of GPS information.
