Groups fight Internet wiretap push

Does anyone know if these policies that the US implement are carried out world wide, specifically with the EU. How can one nation order another entirely estranged nation to allow them to monitor citizens of another nation? The FBI or whatever other US regulations committee responsible for monitoring and keeping tabs of what there citizens can do - or in this case cannot do, would be unable to filter out another countries citizens rights to privacy. Who?s to say that they have the right to do that. Who is to say they don?t already do this, but they just cannot use it?
