Forcing the bureaucracies to run counter to their education, the same education that most people in Corporate America receive, is a fools errand. The bureaucrats need a change in leadership and fundamental philosophy at the top, and then have that changed philosophy pushed down through the ranks. Otherwise nothing will change without tearing the whole structure down and rebuilding it.
