Law enforcement has done a very poor job embracing the technologists they need to fight virtual crime. It is very hard for the standard law enforcement organization to hire and retain people with the qualifications to help them fight virtual crimes. If you look at how a real world investigator gets to their position it usually takes a number of years of work on the street and then at some time a chance to make investigator with further training. This strong knowledge of real world crime is just what is needed for real world criminals. But for the virtual world these types of people are exactly what are not needed. Technology specialists with the knowledge to help law enforcement are not going to accept the low pay of a street cop and take the chance of loosing their technical knowledge to work their way up through this type of structure. Only when police departments learn this lesson and look outside of their normal channels (to technologists) will they be able to react to virtual crime as we are experiencing it
