Not to think that this is a bad thing by any stretch of the imagination, but I hardly see this actually helping the majority of Microsoft Windows users. Most people I help have trouble understanding the difference between Windows and their PC. More authoritative information is good? but it will not make a dent in the vast majority of Microsoft users.

Bottom line: This is a good step, but it won?t do much good; especially if it involves closed source.
