I have to say that if the TCP RST attack was all that effective then it would have been put into use a while ago. Things are never all that easy really when it comes to these types of attacks. Even less so when you are talking about BGP. How many routers can one attacker target after all? There are quite a few to say the least out there. While many attacks sound quite serious the reality of it is that they are not really practical when it comes to implementing it. Look at bugtraq for example....how much white noise is there....
