The same case is done here. We could claim to provide hold a service like cracking other password for security reason, where are the rules/laws to control this kind of business. It is rather interesting that US has prohibited some kind of technology export but there are some businesses to crack.
It is much more effective to put this kind of issue to government and national defense level.
In additon, I have not seen there is an international body to review the world cyber security activities and global rules. It is hard to implement but we need.
