This totally removes any security associated with a debit card.
Seriously why would you give your PIN to anyone? The only time you should use you PIN is to enter it into an ATM or EFTPOS terminal, which short of someone capturing the traffic over the phone line to the bank, should be pretty secure.
Maybe things work differently in the US, badly by the sounds of things.
