Debit-card fraud underscores legal loopholes

Recent widespread debit-card fraud likely has roots in three major data leaks that occurred in the last six months, two of which have yet to be publicly disclosed by the companies involved.

What reason in hell would a retailer have to keep account numbers of debit cards and their PIN's on file?!?

This totally removes any security associated with a debit card.

Seriously why would you give your PIN to anyone? The only time you should use you PIN is to enter it into an ATM or EFTPOS terminal, which short of someone capturing the traffic over the phone line to the bank, should be pretty secure.

Maybe things work differently in the US, badly by the sounds of things.
