Recent widespread debit-card fraud likely has roots in three major data leaks that occurred in the last six months, two of which have yet to be publicly disclosed by the companies involved.

One thing makes no sense to be regarding notification when encrypted data is stolen WITH the key. The article states in that situatation notification is not needed, however; if the data is stolen along with the key the person that has both can unencrypt the data. Therefore, if both are stolen together notification should be required.
