The burning neurons tonight lead me to wonder... what would the impact of requiring an "internet driver's license" have. Requiring anyone who uses the internet to actually pass some level of training before being allowed access - hmmmm.
Don't come back with the inevitable "That would be impossible because.." lines. This is just a wandering brain cell asking questions. I understand the restrictive complexities that make this a dream rather than a goal - but still... "what if?"! What if every user account on the web required validation against a database that validated the persons "education" level? The basic certificate would validate that the user had been trained in how to "secure and protect" their computer. Every new computer would require passing a basic skills test before it would allow configuration of networking components. If they fail the test - they don't get access.
As I said... just burning neurons for no apparent reason.
