In any environment where security is a concern, you must operate as a guard in a maximum security prison. USB thumb-sized storage devices, while they may be prohibited, are small enough to be hidden - even in body orifices. One need only look at what does occur in a prison to see this (hidden shanks and other contraband, etc.). A determined person easily can smuggle data, as the security usually is less than that of a maximum security prison (or just about any prison, for that matter).
Second, while laptops usually contain more data in terms of quantity, all one needs is a set of data allowing access to larger system, and herein lies the importance of USB thumb-sized storage devices. It is not quantity that is the concern, but quality.
