I agree that this is largely a paper exercise, but it does show some degree of intent from the various agencies to do what they have been mandated to do. D+ to a C- obviously show minor improvement overall, but the movement is way to slow.

Is anyone held accountable?

I also wonder how many people outside of the government and information security care?
