If the server is not executing on start up, it may be the fault of two things, in my experience. First (and most probably) it is the new 2.2 coding. The new coding may have errors which have not been fully explored by it's creator. Even mobman stated on his site that he was ruched to release 2.2 and that it really still needed more beta testing. Second, the server needs to be configured for propper start up. A collegue and I tested the server on our own machines and the servers we configured worked every time except one. The one with faults seemed to start propperly only 1/3 of the time. Also note that we configured one sever that used EVERY start up method available in the edit server program, and now can't get rid of it. It almost seems to have frag coding (self repairing). In my opinion, when this version is finally ironed out (perhaps two or three releases from now) it will be an even more formidable trojan!
