About 70% of all spam I recieve comes via an open relay. Sometimes these relay servers are located in countries like Norway, Jordan, Israel, a lot of them are in the far east which is why my procmail blocks all mail from those countires.. Legal action is nice but how would that translate to me, a dutch citizen, filing a complaint about an American spammer who's relay raping a Japanese mail server?
It's simply easier to secure the relays. Those few who operate one for their friends will simply have to create an account for them. It will force the spammers to register for accounts and allow us spamfighters to inconvenience them by making them get another account.
