Uh - it's not about content. Verio didn't say "you can't send mail that features X, Y or Z in it", Verio said "you can't run an unsecured email relay". In other words, if you're running an email relay, then it either has to deliver mail _to_ you, or _from_ you, or use some form of authentication to limit its use to authorised users only.

Where's the content limitation there?
