Deterence only was successful because there were essentially 3 player (US, USSR, China) and we all had a whole lot to lose. Script kiddies don't have a people, an economy, or a military to answer to. What are they proposing? Retaliating by hacking a bunch of 15 year olds off the net? We all know how easy it is if you *really* want to get somebody to shut them down. You don't need the budget and resources of a nation. What this stinks of to me is more carnivore and general filtration/sniffing.
