With national glory (and the like) being such a key element in stabilizing a populace, an embarrassment like the governments most secure computers being exploited could pose some serious side effects. We already see script kiddies performing these sorts of behaviors on the Chinese. Look around on the net and you'll probably find at least one PRC web site that has been exploited within the month by some 15-year-old kid.
