IMHO, no way we'll ever be prepared for cyber attacks on goverment/sensitive resources. Technology changes too quickly, and by the time its ready to updgrade to a new system, most ppl, incl. govt. are not even finished securing the current system. We just don't spend enough money or have enough expertise to secure goverment. When goverment will pay 6 figures like the private sector for qualified technicans, then goverment will have a flying chance of being secure and available as needed.

I would guess if we started today, and dumped dollars Regan-style, we could be secure in 10 years. But who knows?
