This idea seems to ignore the fact that as increased CPU power decreases the time to encrypt and decrypt data, it also decreases the time required to break a key. With public key encryption, it is always possible to break the key. The idea is that you make it sufficiently complex so the time required to break it is more than the usefull life of the data. This also slows down the encryption/decryption process, linking the priority of the data with the strength of the key.
