I agree that to perform an act of terrorism, you will always commit a crime, but there is a difference.
A crime is commit for a certain goal, be it personal gain/satisfaction or revenge. This will traumatise the victim(s), but it's a side effect. The sole purpose of an act of terrorism is inflicting this trauma, or terror to the victims. While both actions might in some cases be exactly identical, it's the motivation that matters.
When inspecting this 'definition', it will be clear that terrorism will be more likely to affect 'innocent' people, and in my eyes deserves a harsher punishment.
